Hi, for this problem I do not understand why we chose that there exists a row with more than 10 1's and more than 10 -1's. Is this arbitrary or is it related somehow to the ratios we calculated earlier?

The number is pretty arbitrary.  The problem occurred in 1980, so it contained the numbers 1980.  But the actual result requires a size that is much smaller.
