On 1.22, it said to find a specific type of number between 20 and 60. 

Does this include 20 and 60 or not?

Short answer:  Do not include $20$ and $60$.

Explanation:  Usually the word "strictly between" means to not include the beginning and ending numbers. Other common words here are "inclusive" (which would mean we DO include the beginning and ending number) or "exclusive (which means NOT including the beginning and ending numbers.
