I think there is not enough information in 15) and 16).
On 15, you know the quadrilateral is a trapezoid and also you know that it is cyclic. What does this tell you about the angles of the trapezoid?
On 16, try using Power of a Point. Note the point R must be outside of the circle for the problem to make sense.
