For question 1.21, it says, "What 3-digit numbers number have 1 ten and 1 more one than tens?

I'm having a little trouble understanding what it's trying to say

As an example, $318 = 3\times 100 + 1\times 10 + 8\times 1$. Using these place values (one, ten, hundred, etc.) we could say something like $318$ has $3$ hundreds, $1$ ten, and $8$ ones.
