For this question, am I allowed to express the functions in terms of $\tan{\theta}$ instead of just $\sin{\theta}$ and $\cos{\theta}$? Thank you.

Using $\tan\theta$ is okay.  The wording could have been made clearer.  The intention is to simplify each function to a single function of $\theta$, possibly with a negative sign in the front.
