What does it mean by suppose A,B are fixed I didn't understand the problem.  also yes I mean II-A I didn't type wrong

This means that $A$ and $B$ are given integers. So, you want to find what values of $C$ will give you equations that have integer solutions for those values of $A$ and $B$. (Hint: Remember Bezout's identity).
