How do you solve inequalities with more than 1 sign and variable on more than 1 sides?

How do you solve inequalities with more than 1 sign and variable on more than 1 sides?

In II number theory #9, a certain inequality was involved: t<=(2t+1)/4-1<t+1. It simplifies to -7/2<=t<-3/2. I dont understand how this works

Solve the two inequalities $t \leq (2t+1)/4-1$ and $(2t+1)/4 - 1 \lt t+1$ separately.
