Happy New Year! 

For 4.9 can I please get a hint to get started on the problem? I am very stuck on it

For 4.10, can you just give me a hint on how to do part a? I will know how to do parts b and c after I know how to do part a.

4.9: Use the formula for $\phi(n)$ function.

4.10: Just try the small numbers for $k$.  If you realize that most of the $\phi(n)$ values are even numbers ...
