Not necessarily. For example, take $P$ the midpoint of $AD$ and $Q$ to be the midpoint of $AB$. Then $\triangle APQ$ has perimeter $$\frac{1}{2}+\frac{1}{2} + \frac{\sqrt{2}}{2} = \frac{2+\sqrt{2}}{2}\approx 1.7$$
